The procurement function at the Citizen Entrepreneurial Development Agency (CEDA) is guided by principles of transparency, fairness, competitiveness, and value for money.

The procurement function at the Citizen Entrepreneurial Development Agency (CEDA) is guided by principles of transparency, fairness, competitiveness, and value for money. CEDA is committed to ensuring that all procurement processes are conducted in line with the Public Procurement Act (2021) and Regulations (2023) of Botswana. 

Opportunities for Suppliers and Service Providers   

CEDA regularly procures a wide range of goods, works and services to support its operations. Procurement opportunities are typically advertised through appropriate channels including its official website and social media platforms (Linkedin and Facebook) and suppliers or service providers are encouraged to monitor these platforms to stay informed of upcoming tenders.

Eligibility    

Suppliers and service providers wishing to do business with CEDA are encouraged to: 

  • Ensure they are duly registered with relevant regulatory authorities like CIPA, PPRA etc; 
  • Maintain valid tax clearance and any other statutory compliance requirements.  

Procurement Methods and Thresholds   

CEDA utilizes different procurement methods depending on the value and nature of the requirement as prescribed by the Public Procurement Act and Regulations and/or the operating manual and internal delegation of authority; 

  • Request for Quotations (RFQs): Applied for procurement requirements valued at Micro and Macro threshold. Quotations are sourced from eligible and qualified suppliers or service providers to ensure competitiveness and value for money. 
  • Open Tendering: Applied for procurement requirements valued at tender threshold. These are formally advertised to allow broad participation and competition among suppliers. 
  • Other Methods: Restricted tendering or Direct Procurement may be used where justified and approved in accordance with Act and Regulations. 

Evaluation and Award   

Bids are evaluated based on pre-disclosed staged criteria, which include compliance check,  technical compliance, financial competitiveness, capacity and experience ( these are included in both the compliance and technical criterias). CEDA ensures that:  

  • Evaluation processes are conducted by duly appointed committees as required by Section 7 of the Regulation; 
  • Decisions are objective, documented and auditable.
  • Contracts are awarded to the most responsive and compliant bidder.
  • Debriefing is provided to unsuccessful bidders (upon request within the stipulated time in accordance with Section 68 (8) of the Regulations.
  • Complaints procedure is in place for bidders should they feel aggrieved and guided as per Section 171 of the Regulations 

Ethical Conduct   

CEDA upholds high standards of integrity in procurement. Suppliers or Service Providers are expected to:   

  • Avoid conflicts of interest; 
  • Refrain from offering inducements or engaging in corrupt practices; 
  • Provide accurate and truthful information in their submissions.

Any form of misconduct may result in disqualification, contract termination or reporting to relevant authorities.

Communication and Clarifications   

All communication during a procurement process must be conducted through officially designated channels as indicated in the tender documents. Suppliers or Service Providers are encouraged to seek clarifications within the stipulated timeframes provided in solicitation documents.
